SpayCC Happy Pets Spay/Neuter Programs

SpayCC  Happy Pets Spay/Neuter Program has two parts:    The Low Cost Program and the Low Cost Assistance program.   Just about everyone in Campbell County would qualify for one of them!

Effective August 1, 2023:  If you buy a designer breed dog, or a pure breed dog from a breeder, you do NOT qualify for aid through the Happy Pets Low Cost Spay/Neuter Aid Program.     If it is under 60lbs, the full price of spay/neuter at the animal Shelter Public Spay/Neuter Clinic is $85 for a dog, this is still an affordable option for you.  Call 423 566 8018 to schedule a full price appointment.

The Low Cost Program:  Open to Campbell County residents with income of $55,000 or less.  Dogs, under 40lbs, are $80,  Cats are $70.    We facilitate the scheduling of services for those who can pay the full discounted price.  The program includes a free, 1 year, rabies vaccination the day of service.   To get the discounted pricing you MUST arrange the appointment through SpayCC.    Once your income is verified, you must pre pay at Jacksboro Veterinary Services before we can schedule the appointment.

Low-Cost services can also be scheduled at the Public Spay/Neuter Clinic at the Campbell County Animal Shelter, the cost, for a dog, under 60lbs, is $75, cats are $60, includes 1 year rabies and DAPPv for dogs, and HCP for cats vaccinations.

To arrange scheduling for low cost please call, or text, the Spay/Neuter Hotline number below.   You  MUST leave a detailed message and a phone number where you can be reached after 5pm.   Terri Woodward is the coordinator of this program.

Our Assistance Program:     Open to Campbell County residents with income of $35,000 or less.

Owner Cost for spay/neuter Services is subject to where you choose as your service provider:

Jacksboro Veterinary Services:  Owner cost, for a dog under 40lbs, is $40, a cat is $35, this includes spay/neuter service and 1 year rabies vaccination.  There may be other fees that the owner is responsible for.    Jacksboro Veterinary Services also requires that your co pay be pre paid before the appointment can be scheduled. Pets are required to be 8-12 months of age for this service provider.

Campbell County Animal Shelter Spay/Neuter Clinic:  Their surgery day is Thursday of each week.   Owner cost, for a dog under 60lbs, is $35, with SpayCC subsidizing $40, for a total of $75, owner cost for a cat is $300, with SpayCC subsidizing $35, for a total of $65.  There are no additional fees.   This includes spay/neuter service, 1 year rabies vaccination, and for a limited time, courtesy of PetCo Love Foundation, either NOBIVAC Canine 1-DAPPv (Parvo) or NOBIVAC Feline 1-HCP (upper respiratory) vaccination.  Pets need to weigh 3 lbs, or be 3 months of age for this service provider.

You must apply for aid for the aid program, by either calling our hotline number and leave a number where you can be reached after 5pm, or you can message us on our Facebook page at

It is very important you keep this appointment, if you do not show up for the appointment you will loose your aid and have to re apply.   You may reschedule the appointment one time, and the rescheduled appointment MUST be within 30 days.   To reschedule you call the clinic where your appointment is scheduled BEFORE the day of the appointment.

Its very important you keep your female pets contained.    Cats can go into heat between 3-4 months, and can also go into heat, if they have had a litter, before the kittens are weaned.       Dogs can go into heat between 4-5 months.     We recommend fixing by 4 months.    If your pets are pregnant the day of surgery there is an additional termination/disposal fee that the owner is responsible for at Jacksboro Veterinary Services, the shelter clinic does not charge a fee for this.

SpayCC only subsidizes spay/neuter service.   Owner is responsible for any additional services, products and vaccinations.
